Tillman used this model to work with Neal Hess and John C. Jones to found the National Association of Underwater Instructors (NAUI) in 1960.

Among the other numerous contributions Tillman has made to the field of skin and scuba diving involve his building of the first complete dive resort, the cofounding with Zale Parry of the International Underwater Film Festivals, serving as an editor for Skin Diver and Dive Magazines, technical consultant for the Sea Hunt television series, author of numerous cornerstone scuba texts, and costar of the first civilian dive training film.
